Leo It seems in your 12 topics you already are well along the way to a sensible answer. My experience with designing training curriculum of any type is that we must reverse engineer from the outcome back to the start of delivering the course... follow the instructional deign process in ADDIE or another similar method and it should help lead you to the right path.
I just went through this process in Laos where we designed a teacher induction course covering 12 competencies to be delivered in about 120 hours... 1 hours per competency, we based it on competency based training ideas and used performance based assessment where plausible. happy to share more in private as it does not relate to wikieducator unless we want to develop an online teacher training course...
