Interestingly, I saw a "debate" between Rory McGreal and Stepben Downes online about the relative merits of CC BY and CC BY-NC where Stephen was arguing that NC was not more restrictive. I'm afraid I was with Rory on that one as I believe restricting commercial use would be a barrier to the dissemination of knowledge.
