Most collectors are not going to allow people nears there stuff with scanners unless they are paid for access. But even public collections have this problem. I doubt you would be able to get a scanner into the imperial war museum collection or the British library collection. Under your system the only way to get a copy of those things not protected by rather limiting conditions.
