Good question! The assumption is that each monument has an unique id.
I'll take the Rijksmonumenten as example again:
* Get an image
* find the id ({{rijksmonument|<id>}}
* look in the database what list the id is in
* look for a commonscat template in the list and use that
Commonscategory to categorize the image
* if the list article doesn't contain a commons link, look in the
categories in which the list is categorized for links to Commons
How can you help? Have lots of Commonscat links to help the bot.
