A scholarship for Wikimania would be a great idea if the contest was aimed
at Wikimedians specifically... Which is not the case, as far as I know...

If the winner of the contest is not a Wikimedian, what would be the point in
sending him (or her) to a 3-days conference about topics he doesn't care ?
