Hi Yaroslav, I think that expanding the image tree makes a lot of sense. However, perhaps it makes more sense to expand from Buildings in Middelburg - then to streets - then to houses. It would make more sense to me to have a category "Buildings in Middelburg", "Buildings in Lange Noordstraat, Middelburg" and then "Lange Noordstraat 23, Middelburg". In very big cities, you might want to add a layer of city-areas (in Amsterdam for example).
However, I don't know what would be a useful threshold to create a category (both for streets and per building) - perhaps a more experienced Commons user can make a useful suggestion to that.
