TL;DR: F5.

Hi all,
I am currently logged in and I can see the WLM banner on it.wiki (the
"WIki Loves Monuments: photograph a monument, help Wikipedia and
win"[*]), if I log off the banner disappers. I have tested this
behavior with 3 browser (Chromium, Firefox, Epiphany on Linux) and I
was wondering if this is intended.
Shouldn't the banner visible for everyone.
I saw a fundraising banner. The fundraising goes on almost all year
long; WLM banner is not at full capacity (you have to check on
[[m:Special:CentralNotice]] what the weight of each banner is to get the
proportions).
