Hello, The banners are set in the settings to be shown to everyone (logged-in and anonymous, and all available platforms) living in the countries that participate, but are only shown 75% of the time.
Maybe caching is for anonymous users a bigger issue? I saw a fundraising banner. The fundraising goes on almost all year long; WLM banner is not at full capacity (you have to check on [[m:Special:CentralNotice]] what the weight of each banner is to get the proportions).
