In the Philippines, members of the Wiki Loves Monuments organizing team
cannot take part and jury members are not contestants. But in this case
such rules should have been clear from the start. If there isn't any
announcement of winners yet, the organizing committee should still be able
to eliminate/disqualify entries, unless the jury members have compared
their scores with one another.
