I guess my main struggle is: who am I to decide it is or is not a monument
:) Apparently, the national team allowed it as 'a monument' - should I take
their authority for it? Or make my own judgement (but of course, ask for
their arguments)?

Anyway, just to clarify: I don't want to 'shame' anyone, these were just
examples that I could provide because they were published.

Also: opinions and taste about quality will differ. But that choice is
really up to the national juries, and if the quality is low, they will
quickly end up on the lower end of the pool. But that is another discussion!
