I think we need a bit of input from the national teams. It's possible those *are* monuments, but the uploaders made a mistake and forgot to add the identifier - this looks very likely at least in the case of the Brazil photo. Sure, the national teams are at fault for not running a simple check, but it may be an easy to correct fault.
