Hello Yongmin. There is no problem if a picture was uploaded to Flickr. In fact, Wikimedia Spain has used a Flickr group for WLM 2011, 2012, 2013, 2014 and 2015 (not 2016) and WLM 2015. In our case people uploaded the photos to that group under a free license. So, the only problem is knowing if the uploader on Wikimedia Commons and Flickr is the same. If yes, OK.
