I am not sure about the program committee. I served last year on the Program Committee, and as far as I know none of the three members who did the bulk of the work (Jacek, Danica and myself) had any experience of being previously on the Wikimania Program Committee, and I have not heard from other members that they had such experience. I have also not been contacted by 2011 team to serve on their Program Committee, so that I assume they probably formed the Committee themselves already.
