Due to differences between climate conditions of DC and HK, Wikimania 2013 will accommodate fewer lectures than Wikimania 2012. The standard of acceptance was already high for 2012, so we plan to move from a 7-point scale to a 10-point scale to allow for more detailed ranking of in-scope submissions.
There will also be better communication between the programme committee and the scholarship committee, to avoid sending confusing messages to submission authors who have also applied for a scholarship. Of course, we will avoid letting submissions remain "under review" until Wikimania happens.
