I think the absence of Dagbani doesn't matter now, all you need is the collaborating feature of the toolkit. You'll see who is translating which part in real time. And the toolkit makes sure to match lines to keep the flow of translating simple and easier.
So I'll recommend you just choose *Ewe *which won't translate any of the text (It was in my case) then share with others and start translating to Dagbani. Since Dagbani doesn't have ISO 639-1 and ISO 639-2 codes, but has ISO 639-3: dag <http://www.sil.org/language/dag> [1]. dag will be used. As time goes on you will see it in toolkit and other places on the web.
