Many WMF documents that are not meant to be editable exist in wiki form. Wiki pages integrate nicely with commons and our localization tools, generate anchors for every section, render tables that are easier to copy. I imagine one reason we don't have more documents in wiki version is that many of us use Google Docs / Office / Adobe toolchains, for their real-time collaboration and annotation and elegant-printing capabilities. And we don't have a one-click export-to-wiki tool (or a "convert-on-upload" option) that works on all of those document formats. That makes it a chore to generate a wiki version, which only happens when someone remembers to make it so.
