Hi Gerard, Good to hear from you and appreciate your interest in the project.
Yes. We are trying to make sure data from governments is included, so the pipeline whould know how to digest it. It doesn't matter if the data we want to make availanle comes from Academia / research / cultural heritage / governments / civil society etc. As long as it's good quality data we want to make available via WD/WB in a sustainable, responsible way, then the process of donation, extraction & "round-tripping" should be easier and not as painful & demanding as it is now. In that sense, anyone in our movement who's been working with institutions, can participate and share dataset samples. There's a form to fill out, under "get involved", and the format is flexible. Anything between 100-500 records is a good sample size, though larger datasets are welcome. We also welcome versions of the same data. As for completeness -- it's wonderful when possible, but we don't strive for completeness of samples, as most metadata coming from institutions is incomple. Hope that answers! Best, Shani.
