I'd say approximately three times the original length of a video. There is a great online tool to create subtitles which used to work with Wikimedia Commons, although I cannot confirm if it still works with the new TimeMediaHandler (and I cannot check it right now as I am sitting in a train): http://www.universalsubtitles.org/ You simply paste the link to a Commons-Video and start transcribing it. After the initial transcription you fine-tune the time of the text, then you can export the subtitle. The SRT format can be used in Wikimedia Commons, simply edit the page "TimedText:<Original Video File Name>.<language>.srt" and save the SRT text there.
