A discussion on Meta would be better. We all have to be a bit careful with the 
wording as some might feel bad if their names are called publicly for their 
inactivity.

Those who are interested to take the moderator role should ideally 
self-nominate and others can up/downvote and share views just like the same way 
admins are selected.

Many of the Indian-language Wikimedians might not participate as they would 
otherwise be discussing internally. So, including the India list, local 
city-based lists would probably be a good idea.
