Scholarships recipients are encouraged to openly participate prior, during,
and after their attendance to a conference, but they may well have
legitimate reasons why they may not want their receiving of scholarship or
attendance to be known publicly in advance or at all. We have not and do
not seek permissions from a travel scholarship applicant to publish their
names, however they are free to do so if they wish. This is the same as for
the Wikimedia Foundation when they are awarding scholarships to Wikimania.
