+1, I agree with this completely.

When people are receiving money from the Wikimedia movement to support their 
attendance, there should be an extra burden of transparency on them in order to 
justify that expenditure - the minimum there should be clarity on who is being 
funded to go, the ideal there would be them also writing up their experiences 
after the event. Where this hasn't happened in the past has been more to do 
with lack of time/capacity than deliberate secrecy.
