Cambridge University publishes most of their online content as CC-By-NC-ND.
Well it's CC but whether it should be considered "open" is another debate.

I believe the choice of NC-ND is down to older academics' wish to pre-empt
the debate on moral rights of derivative works by forbidding derivation
under open copyright.
