Tim - Complicated question. The concept of the Wikipedian or Wikimedian in Residence (WiR) originated in the the GLAM sector (Galleries, Libraries, Archives and Museums). You could say therefore it was slanted towards culture, in the broad sense, and Wikimedia's interface with it. We are talking about 15 years ago. Typical tasks for the WiR might be uploads (files and these days data); writing and improving articles; and doing comms-related things like blogging. They can also do in-house training, and run training events that bring in people from outside as outreach. That's not all, by any means.
