My understanding is that for material of the first class in the UK, they get it taken down rather than (possibly in addition to?) filtering - it can't be legally hosted here anyway, so if they've found it they may as well move on to stage two! However, whilst their remit does encompass "normal" criminally obscene material (as it were) and the more malignant types of racial hatred, it's not clear what that means in practice. The reports I've read seem to indicate that they don't actively do anything about these types of material, perhaps due to lack of resources or of clear guidelines on what they should be dealing with, and instead concentrate (almost?) entirely on child abuse material.
