Hello, I don't know if anyone's solved this on a larger scale yet, so I asked a developer I know (Commons:User:Lokal profil) about it.
He wrote that it may be possible to upload directly from the URL to Commons. Admins can do it from Flickr. However, two problems: 1) Flickr is the only website this is open to do this from. Permission have to be asked, probably though Bugzilla, to add this exception, and 2) the videos will probably have to be converted to the correct formats locally. This can be done automatically (download from URL, convert and upload). Ask at Commons:Batch_uploading if someone can help. Hope this helps.
