That would probably confuse things more, as when people ask about Cite
they refer to Cite.php
If we renamed it, we would be saying install References, well, unless
you are on 1.14 or less where it is included in Cite...
SpecialCite is the odd one, it'd be better to rename it instead. Now, we
only need a sensible name for it :)
