I could be wrong here, but wasn't Cite recently changed to allow for
putting <ref>s inside <references>? If so, I think we could start
encouraging people to put all of their refs down in the  <references>
block and just using <ref name="something"/> inline. /That/ would
be a vast improvement, if nothing else.
