There should be a lot of free time to "hang around". For example, IRC is 
really inefficient - you ask a question and often you have to wait for a 
long time (sometimes never). (That was a question how to add tooltips to 
content actions in 'SkinTemplateTabs' hook). IRC is a "time eater", 
that's why I personally try to greatly minimize it's usage (work 
"duties"). Also, it's really hard to prevent ones (including myself) 
from going completely off-topic in IRC. Too much of non-stuctured 
informational flow (mediawiki is huge and one channel is not enough)..
