Yup. The only wrinkle here is that we may want to branch 1.17 + all extensions (the tarball branch) at the same time we branch 1.17wmf1 + deployed extensions (the deployment branch). If we don't do that, then when it comes time to put together a tarball release, it'll be difficult to sync it with what is in deployment.
