As I read it, EPMs are directly beneath Danese and presumably have some say in how tech resources are used (thus "Manager"): http://wikimediafoundation.org/wiki/Engineering_Program_Manager Software EPMs listed at <http://wikimediafoundation.org/wiki/Staff#Technology> (excluding Usability) are Alolita Sharma, Tomasz Finc, and Rob Lanphier. Robla is the EPM in charge of General Engineering, which as I understand it is the group that includes most of the staff developers participating in this discussion. He's consistently commented on all of these threads, and is clearly reading them.
