There's no way the next great MediaWiki skin is going to be built by someone who can't write css+html or hire someone to convert a mockup into a skin and instead uses a ui based tool to build a skin.
Trust me on that, my day job is essentially building a tool to allow designers to build websites and cms themes without touching css or html.
