I was assuming that warning wouldn't prevent user from being able to use mw on old php, as Chad explained, in case that it would be impossible to use it there, indeed it would be problem. I think that it should be possible to create some alternative way to install mediawiki for those users (since it affects only installation process). At least some light weight installer which would only update db schema and generated config file.
