I agree, currently the LATER acts as a blackhole and there is no structured process to re-evaluate these kind of bugs.
I have done a lot of reading of these bugs and many were filed 3 to 5 years ago, I think it's better to say WONTFIX then to suggest that this is something that is going to be fixed.
