wikimania.org is not actually owned by the Wikimedia Foundation. It has been owned by someone else for a long time. RobH looked into the Foundation acquiring it back in 2011, but unfortunately they turned it down. I'm pretty sure they are not interested in transferring it. They might have changed their minds, but the Foundation does not control the domain as of now.
