I skimmed it. Another channel seems kind of insane (#wikimedia-devel was proposed). I'd recommend using #wikimedia, #wikimedia-tech, #wikimedia-dev, #mediawiki, or #mediawiki-scripts for the purposes you're describing. #wikipedia is mostly dead these days, but if you wanted to even use that channel, nobody would object.
