There are experimental incremental dumps [1], but I'm not sure if they would work for you, especially since they don't seem to go to January.
There's also a proposed Google Summer of Code project to make this possible [2], but that's going to be completed in September at the earliest. So, right now, I think the best option is to download the whole dump again.
