Also, I'm fairly certain that Wikitaxi will not be able to take an
incremental dump file (2013-April) and append / update an existing Wikitaxi
database (your 2013-Jan).
There is also the larger issue of Scribunto support. The 2013-April English
Wikipedia dump comes down with significant {{#invoke}} tags for Refs,
Navboxes, convert, etc.. Since Wikitaxi was last updated in 2010-June, it's
safe to say that you will just see {{#invoke}} in place of actual content.
If you're working with a Wikipedia in a different language, then this will
be less of a factor.
If you're interested in using a 2013-April English Wikipedia dump, you
could try xowa: https://sourceforge.net/projects/xowa/ It is a free,
open-source, offline wikipedia app that does handle Scribunto and has other
features. Note that I am the xowa developer.
You can also try sending an email to the Wikitaxi mailing list for a
definitive answer: http://www.wikitaxi.org/delphi/doku.php/mailinglist
Hope this helps.
