What I've heard is that the edits from tor were over 90% spam/vandalism, so the IPs get blocked pretty quickly. Torblock (the tool) lets us do it preemptively. Unfortunately, removing the blocks to test those assumptions could generate a lot more work for our already overworked vandalism fighters, so I would be hesitant to even test it.
