I'd actually say that this paragraph more accurately describes both
historical and current practice than your preceding enumeration,
except that certain competencies (product/design) have historically
been under-represented in the dev process and should be more
consistently looped in now that we have more folks who wear those hats
(both within WMF and beyond).
