There is also gerrit, which is widely considered a clusterfuck.

You can actually submit patches almost without using git (apart from `git 
clone` and `git diff`) using http://tools.wmflabs.org/gerrit-patch-uploader/ 
(but they still have to be reviewed via gerrit).
