It's technically possible for Tor editors to edit; all we have to do is unblock Tor nodes (or for them to disable Tor), and they can edit. It is the social and policy-based processes that prevent Tor users from using Tor to edit. I happen to agree with those processes (having cleaned up major messes from unblocked Tor nodes on enwiki), but it's not a technical problem, really.
