That is not (supposed to be) correct, since 2008.[1] A page containing a
blacklisted link is supposed to be editable as long as the existing
blacklisted link isn't changed.

If a different blacklisted link is added or the blacklisted link is changed
to a different blacklisted link, then the blacklist would apply to that
new/changed link, of course.

The problem with that page was that somehow the metadata stored in the
database claimed that it did not contain any external links, so the check
"is this blacklisted link already in the existing version of the article?"
was failing. The metadata was also lacking various other templates and such

Purging the page via the API with the forcelinkupdate option updated that
metadata, and then I was able to make a dummy edit.[2]

Looking further into the issue, it appears that pages on Commons are
sometimes somehow hitting the expansion depth limit when being parsed for
the metadata, despite there seeming to be no reason for them to be coming
anywhere near the limit. That file was a particularly bad case, it appears
to have somehow hit the limit without expanding *any* templates. I have
been unable to find what might be causing this.
