LinkSearch is a start for this, in the meantime:

E.g.:

* A DOI that uses dx.doi.org (such as cite doi): https://en.wikipedia.org/w/index.php?target=dx.doi.org%2F10.1000%252F182&title=Special%3ALinkSearch

* Another URL: https://en.wikipedia.org/w/index.php?target=example.com%2Fwithdrawnpaper&title=Special%3ALinkSearch

The underlying data for this (externallinks) is most likely replicated to Labs, so a tool there could do a cross-wiki search.
