Maybe something like this: "Please verify your new page title: Foo:Foo:Bar. 'Foo:Foo:' in a page title is usually a mistake." But the deeper issue is <https://phabricator.wikimedia.org/T50239>. The namespace drop-down menu at Special:MovePage is a misfeature.
