The beta cluster process is to update the repos and then run https://wikitech.wikimedia.org/wiki/Wikimedia_binaries#scap_sync. The composer packages are not managed by that process. Instead composer managed assets used in beta cluster and production are manually curated in the mediawiki/vendor.git repo via gerrit patches.
