I think this is a very good point. There are other ways to support PHP too. Like assisting in regular testing of upcoming versions. Helping writing the docs. Contributing to RFC discussions (we have a large codebase, heavily visited site, and a lot of experience dealing with it, surely there could be a thing or two we could contribute). Triaging the bugs (one of the most necessary, thankless, and under-appreciated jobs in an open-source project).
