This is monthly, for server rental. If a 2 or max 3 month commitment is required, WMDE would guarantee the cost for that amount of time. To Reiterate what Jan Luca said: All that is needed is a) some people saying what they plan to do and b) people telling us regularly what they have actually been doing, so we know how the server is being used. So far, no one appears to be willing to do that.
