I think that the Labs idea is great, but like the toolserver, it serves a specific need. Now, some projects which were proposed for the Sandbox server could use something like "labs", but many others can't. If I recall, the WM labs is focused on the WM software and extensions, whereas the Sandbox sees other uses. If I'm wrong in my analysis, then it would be great to see what the lab might offer.
