Leigh, you are right, like most of the time. On the other hand the title of the
document "Guidelines for Open Educational Resources (OER) in Higher Education"
is clearly stating that the document is about "resources".
I personally do not find the whole OER discussion very interesting anymore at
all. There are plenty of OERs online, but they are used very little. How they
are used and how they could / should be used is an interesting question.
