I have a voltmeter. If I check the voltage at the connector from the power supply to the motherboard, what should the voltages be?

Power is coming on, all fans are spinning, but there is no POST, no
"boot up beep".

If you have access to a voltmeter you could check the CPU voltage ! But take great care around the CPU PSU, there is over a hundred amps available there !!! You should see +5v on the input, +3.3v on the intermediate stage and around +1.5volts on the output. On some m/b there is no +5V and you only get the 3.3v and 1.5v on the output. The exact output voltage will depend upon the particular processor.

All the other voltages should be within 5% or better, of nominal.
